沖大幹教授が日本側の代表を務めたIMPAC-Tが第10回JICA理事長賞を受賞．IMPAC-T, lead by Prof. T. Oki, was honored the 10th JICA President Award

沖大幹教授が日本側の代表を務めたIMPAC-T(Integrated Study Project on Hydro-Meteorological Prediction and Adaptation to Climate Change in Thailand)はJICAとJSTが連携して実施する地球規模課題対応国際科学技術協力プログラム(SATREPS)第1期のプロジェクトとして2009年度から2013年度までタイ王国との間で実施されました。
地球規模で進行する気候変動への適応に資する研究として、また、タイ王国の気候変動に伴う水関連被害の軽減というニーズに応えるために、タイ王国における同分野の代表的研究機関であるカセサート大学を中核とした現地研究機関や政府機関と連携し、気候変動や土地利用変化に伴う水循環変動の継続的監視のための水文気象観測網を強化し、水災害予測や総合的水資源管理支援のための人間活動も考慮した最先端の水循環・水資源モデルを設計開発しました。
構築した水文気象情報システムが順調に稼動し、プロジェクト終了後にも継続して利用されている点、2011年のチャオプラヤ川における大洪水の際にIMPAC-Tの研究ネットワークを生かして迅速な緊急援助の実現に貢献した点、また、日タイ双方の若手研究者の人材育成や日本やタイにおける研究者と行政機関の技術者とのコミュニティ形成につながった点などが高く評価されて、今回の第10回JICA理事長賞(事業部門)につながったと考えられます。
さる2014年10月21日(火)にJICA市ヶ谷ビル国際会議場で授与式が執り行われ、IMPAC-Tは他の6件と共に表彰され、沖教授がタイ日の研究チームを代表して田中明彦理事長から賞状を受け取りました。

Integrated Study Project on Hydro-Meteorological Prediction and Adaptation to Climate Change in Thailand (IMPAC-T) was the first flagship project under SATREPS program jointly managed by JICA and JST,and lead by Prof. Taikan Oki for Japanese Fiscal Year 2009-2013.
IMPAC-T targeted to contribute to the adaptation for climate change by reducing the risks due to water-related hazard associated with climate change. Japanese team collaborated with researchers from universities in Thailand, such as Kasetsaert U, KMUTT, and Chulalongkorn U, and also with officers from Thai Government, such as, RID, TMD. They enhanced the hydro-meteorological observation network, and observed information were utilized in an integrated hydrological and water resources model refined through IMPAC-T and applied for the Chao Phraya river basin in Thailand.
The IMPAC-T information system, collecting telemetry data and distributing the information on the latest hydro-meteorlogical condition in the Chao Phraya river basins including the water storage in major reservoirs, has been functioning and used by various users in Thailand even after IMPAC-Ts end in March 2014. IMPAC-T also supported the emergency development aid in 2011 for the gigantic flood in the Chao Phraya river basin through the scientific knowledge and human network developed. It was highly appreciated that IMPAC-T promoted capacity development for both Thai and Japanese young researchers, and development of a transdisciplinary community among academic researchers and governmental officers in Thai and Japan, and 10th JICA President Award was presented for IMPAC-T team.
Awarding ceremony was held in the International Congress Hall in JICA Ichigaya Building, IMPAC-T was honored JICA President Award with other 6 groups, and Prof. Taikan Oki received a citation.
