防災・減災に関わる科学・技術の諸分野が一体となって政治家・行政官・民間企業・市民団体等の関係当事者と協力して、仙台防災枠組み(2015年３月第3回国連防災世界会議にて採択)の4つの優先行動の確実な実施に向けた行動を議論することを目的に、2017年11月23日～25日に東京で「災害レジリエンンス構築のための科学・技術 国際フォーラム2017」が開催され、そこで池内教授が発表、川崎特任教授が共同議長を務めました。
最終日には、皇太子殿下、小此木内閣府特命担当大臣（防災）、ロバート・グラッサー国連事務総長特別代表、韓昇洙災害リスク軽減と水に関する国連事務総長特使、ゴードン・マックビーン 国際科学会議(ICSU) 会長、および国連教育科学文化機関 (UNESCO)、世界気象機関（WMO）、経済協力開発機構 (OECD)などの防災・減災に関する世界のハイレベルがご列席のもと、上述の1）、2）の実施計画をまとめた「東京宣言2017」が採択されました。これにより、防災・減災に関わる学術界・産業界・行政・市民が一体となり、仙台防災枠組の実施に向けた科学・技術界が進めるべき防災戦略とその具体的行動が示されました。

Prof. Ikeuchi presented and Prof. Kawasaki served as Co-chair at the Global Forum on Science and Technology for Disaster Resilience 2017, held in Tokyo from November 23-25, 2017.
Based on the post-2015 framework (Sendai Framework) for Disaster Risk Reduction (DRR) that was adopted at the 3rd World Conference on DRR in Sendai in March 2015, the Global Forum 2017 was held to ascertain contribution and future actions through discussion among global scientists and to share the message with all stakeholders, including policy makers and private sector.
Attended by the Crown Prince of Japan, Mr. Okonogi (Minister of State for Disaster Management), Dr. Glasser (Special Representative of the UN Secretary-General for Disaster Risk Reduction and Head of UNISDR), Dr. Han Seung-Soo (UN Secretary-General’s Special Envoy for Disaster Risk Reduction and Water), Prof. McBean (President of ICSU), and representatives from UNESCO, WMO, OECD, GEO, etc., the High-Level Panel Conference was held and the Tokyo Statement 2017: Science and Technology Commits- Actions for a Disaster Resilient World was declared on the last day.
